I am unable to perform an offline defrag with Raxco's Perfectdisk after installing 1.43. According to Raxco, this is a SPTD issue that was supposed to have been fixed in version 1.29.

What do you mean by "unable to perform offline defrag"? What happens? Error, skip, what ever?
Also please tell us your complete system specs.
