It happens when i'm trying to install SzPTD 1.47.
In RegEdit I have Full Control on 'Services" hiv,

What can I do?
I have Windows Vista Ultimate - Dell version,

Well, it's not you who needs full access to that hive, but System.
But it's probably some security software (pre-)installed on your Dell system interefering here again, so try to disable antivirus etc. during SPTD layer installation.
